Industry Update: Market-Wide Half-Hourly Settlement (MHHS) and Upcoming Changes to Electricity Billing

Starting in October 2025, the UK energy market will begin one of its most significant transformations in decades. The Market-Wide Half-Hourly Settlement (MHHS), introduced by Ofgem, will modernise how electricity usage is measured and billed. In the majority of cases this is a supplier- led initiative unless you currently have a Non- Half Hourly direct MOP. 

 This new approach will make energy billing more accurate, transparent, and flexible, while helping businesses and households adapt to a smarter grid. 

 What Is the Market-Wide Half-Hourly Settlement (MHHS)? 

The Market-Wide Half-Hourly Settlement means that all electricity consumption will be settled in 30-minute intervals rather than using broad estimates. 

By switching to half-hourly data, suppliers will be able to: 

  • Provide more accurate billing 
  • Offer smarter time-of-use tariffs 
  • Support the UK’s sustainability and net zero targets 

 

This change will benefit businesses of all sizes by giving them greater control over energy usage and costs. 

 

What Does MHHS Mean for Your Business? 

  • If you already have a half-hourly meter – No action is required. Your electricity will automatically be settled under the new system.

MPAN Format Change: What You Need to Know 

As part of the Market-Wide Half-Hourly Settlement rollout, the way your electricity supply is recorded will change. 

From 22 September 2025, your Meter Point Administration Number (MPAN) format will be updated to support MHHS. This is a vital step to ensure a seamless transition to the new billing system. 

 

Key MHHS Dates to Remember:

  • 22 September 2025 – MPAN format change 
  • October 2025 – July 2027 – Nationwide MHHS rollout across the UK energy market
